Brazil proposes end of all amateur radio exams

In their website, LABRE, the Brazilian Amateur Radio League, was surprised by the CP65 proposal that proposes, among other topics, the extinction of the COER (amateur radio certificate) exam for all classes and replacement by free access to initial class C, as is done today with the Citizen's Band, as well as access to subsequent classes B and A upon presentation of the Certificate of Technical Course and Graduation in Telecommunications, respectively, or minimum stay of 3 years in each class.

ANATEL, the Brazilian National Telecommunications Agency, recently published a public consultation, CP65, which is available at this link:

Yeah let's shit on the system as well, always said it'll be cb radio before long....You only have to read what the snowflakes and liberals of this hobby blurt out online to realise it's heading for destination F--ked.

At one time some pessimistic old school Hams predicted one day the licence would come "On the back of a Cornflakes packet" and got laughed at for worrying about it, now if this goes ahead you won't even have to buy the packet of Cornflakes! :lol:
Is this really what the hobby is destined for? :roll:

Well yes Dave they have got shut of the RAE and given people the 3 stepped system to advance or progress call it what you will and that was too much of a hurdle for thousands, now a online system with no practicals no soldering nothing.
Not even a dodgy sausage sandwich from the clubs canteen is involved these days, and to top it off now organisations are rustling up talk of no license and along with some groups here.
The clue was in the word Technical when you entered into this hobby and now it seems owning a xbox and having a gaming account and winning a chicken dinner at PUBG is more of an achievement.
The RSGB and it's supporters have sold the whole concept out for numbers and nothing will change my mind, it's not technical anymore and it's not in the remotest any different to cb radio and the lunatics that sit on 19 calling for a roger and playing DJ fanatic or let's see what new swear words we can learn today.
Well that's my take alately when pIllock's start on with the OH LETS HAVE IT FOR ZERO EFFORT when really it's not hard is it to start with, yet some people are not happy ripping the roof and walls down of the hobby to accommodate everyone that wants to pick up a mic.... they want to dig up the foundations and fill them back in.
I'm seriously beginning to think the whole radio scene is finished other than being in your shack tinkering it's destination fooked very soon.

On Sept. 3 Brazil's national radio amateur society LABRE wrote to communications regulator ANATEL regarding the proposal to scrap amateur radio exams. On Sept. 10 ANATEL replied

A translation of the LABRE post reads:

ANATEL responded to the letter recently sent by LABRE with some questions about item 2.15 of Public Consultation 65 . In the letter, LABRE expressed great concern with the proposal contained in this item, because if it went ahead, it could have serious consequences for Brazilian amateur radio both at the national and international levels.

On 9/10, in a long response sent to LABRE also by letter, ANATEL clarifies, in short, that the section where the extinction of the evidence is mentioned in this grant making was just an abstract example, not consisting, in no time, trend or choice of what ANATEL will do. Look:

"Any alternative that has been placed by this Agency in the grant making document is, at this moment, only exemplary and does not represent the choice of the path to be followed."

This shows that, at most, the text presented was only an attempt, perhaps inadequate, to provoke the reflection and contribution of those interested in the theme, and, as ANATEL itself acknowledges, there is no indication of something to be carried out in the future.

In addition to this specific point, ANATEL added:

"With respect to the merit aspects presented in the correspondence under analysis, these will be analyzed and considered by the technical team of this Agency in the finalization of the Regulatory Impact Analysis report and the respective regulatory proposal, if any."

Thus, LABRE informs that it is satisfied with the questions offered to ANATEL and that it will continue to collaborate actively with the Agency in order to help it modernize the regulatory framework that governments Brazilian amateur radio, and in particular, the revision of Resolution 449 / 2006, theme that appears in item 46 of Anatel's Regulatory Agenda for the 2019-2020 biennium and that will give rise to a specific process in the near future.
