No, being serious and not aufait with outboards, I honestly would not know. :)

I too know nothing about outboard motors but I'll guess that the blue rudder-like bit should be behind the propellor instead of in front of it?

Yes, it should be behind the prop.

It won't make much difference to its intended purpose of giving steering at low speed when there is no thrust from the engine, but what it will do is keep trying to push the steering full lock to one side as soon as it is the slightest bit off centre, which if the steering is free, it can snap over suddenly if you sneeze.
If the steering is tight, it can make it nigh on impossible to keep a straight line without constant effort.
