It did something, gave some readings on the display, but it didn't tune, and no RF was going through it.
I went through the board several times looking for shorts, checked the circuit a few times (I have a bad habit of designing boards from the circuit in my head, not from a diagram)
Swapped the tandem bridge transformer over, double checked I had made the board with the relays the right way round, put ferrites on the connecting wires.
Had a straight path from the centres of the coax.
Took the tandem match transformer out of circuit and checked again for shorts, While doing that, I checked braid to braid on the input and output, oen circuit!
I use two short pigtails with SO239s for testing, and some idiot had soldered the braid on one of the to an isolated piece of copper on the board, not a grounded piece.
You do get them don't you
