My IC-910 & TS-790 will go down to 3W.
Ill get my IC-7000 out tomorrow, see if that will do it.

Anyway, most radios (modern) will go down to 5W, then you have massive feeder loss on VHF/UHF, Im sure it will be fine!! ;)

Well I'm all for a vhf only licence, but three watts will be a bit like giving them the artificial aerial tickets of old. A bit harsh...

I would say introduce a technician class licence for 50MHz and above with full access to V/H/SHF and 100W.

The foundation is well within the reach of just about anyone so the talk of more levels is absurd in my opinion.
