Surely the escort only has to conform to standards allocated that period,the new rules are for new cars ??

A recent "Spotlight" programme was aired here in the north of Ireland which showed MOT test centers here haven't been doing emission tests since 2006, apparently under UK regulations they were required to do so by law but they didn't bother due to health & safety concerns of the workers in the test centres as revving the engines caused excess exhaust fumes during the earlier 12 weeks in 2006 before they cancelled that part of the test.
