Ofcon deregulate the VHF, UHF & SHF amateur bands all they can, make it a shambles, interference to other services etc..
"Amateur use of the higher bands is not working" so "We shall sell these frequencies to the highest bidder"..

TBH I never took to FT8, how can you call it a QSO...! I was always more impressed with WSPR and the super low power levels needed, most of the newer amateurs use 5 Watts an call it QRP.. I've seen myself RXed in the States using 25mW. I used to play with a digimode that's about 100 years old.. Hell...

You say a RTL-SDR dongle, try it without an aerial, they are notorious for birdies (noises made by their internal processors and oscillator).. I have just listened to 166 Hz.........
